Tropical Depression “Verbena” and the persistent effects of the shear line continue to bring heavy rainfall across key regions of the Philippines. As a result, many local government units (LGUs) have extended class suspensions for Tuesday, November 25, 2025.

Important Note: The center of TD Verbena was last located in the vicinity of Talisay, Cebu, and has already made landfall over Surigao del Sur. It is forecast to cross Central and Western Visayas and northern Palawan before emerging over the West Philippine Sea tomorrow morning.


I. Metro Manila

Several key cities in the National Capital Region have announced suspensions, primarily focusing on face-to-face classes, with a shift to Alternative Delivery Modes (ADMs).

  • San Juan City: All Levels (Public & Private).
  • Valenzuela City: Face-to-face, All Levels (Public & Private). College classes are advised to shift to online.
  • Mandaluyong City: Face-to-face, K to Senior High School (SHS) (Public & Private).
  • Pasig City: K to SHS, including Day Care (Public & Private).
  • Pateros: Face-to-face, K to SHS (Public & Private).

II. Visayas: Most Affected Region

The Visayas remains the most heavily impacted area, with entire provinces declaring suspensions as the Tropical Depression moves through the central Philippines.

A. Central Visayas

  • Cebu Province (Entire Province): Face-to-face, All Levels (Public & Private). Suspension until further notice.
  • Cebu City: Face-to-face, All Levels (Public & Private). Shift to Modular/Asynchronous Learning.
  • Lapu-Lapu City & Mandaue City: Face-to-face, All Levels (Public & Private).
  • Bohol Province (Entire Province): All Levels (Public & Private).

B. Negros Island Region

  • Bacolod City: Face-to-face, All Levels (Public & Private).
  • All Levels (Public & Private) Suspended: Bago City, Calatrava, San Carlos City, Valladolid, Binalbagan, Cauayan, Don Salvador Benedicto, Cadiz City, Escalante City, and Talisay City.
    • Note: Binalbagan is suspended until Wednesday, Nov. 26.
  • Victorias City: Preschool to Senior High School (Public & Private).

C. Western Visayas (Aklan, Capiz, Iloilo, Antique, Guimaras)

  • Guimaras (All Municipalities): Face-to-face, All Levels (Public & Private).
  • Iloilo City: Face-to-face, All Levels (Public & Private). Shift to ADM.
  • Other Suspended Areas (All Levels):
    • Aklan: Banga, Ibajay.
    • Antique: San Remigio, Belison, Patnongon, Valderrama.
    • Capiz: Dao, Pontevedra, Sapian, Tapaz.
    • Iloilo: Estancia, Pavia, San Enrique, Oton, San Dionisio.

III. Other Regions (Luzon and Mindanao)

A. Southern Luzon (Bicol, Calabarzon, Mimaropa)

  • Palawan (MIMAROPA):
    • All Levels (Public & Private) Suspended: Coron, Culion, Cuyo, and Narra.
    • Note: Coron and Cuyo are suspended until Wednesday, Nov. 26.
  • Albay & Catanduanes (Pandan, Virac): Face-to-face, All Levels (Public & Private). Shift to ADM.
  • Masbate (Mainland): Aroroy, Cataingan, Pio V. Corpus, San Pascual (All Levels).
  • Batangas: Balete, San Jose, Sto. Tomas City (Face-to-face, K to SHS).
  • Laguna: San Pablo City (All Levels).

B. Mindanao (Northern Mindanao & Caraga)

  • Misamis Oriental: Villanueva, Alubijid, Gingoog City (All Levels).
  • Cagayan de Oro City: Preschool to Senior High School.
  • Misamis Occidental: Calamba, Panaon (All Levels).
  • Surigao del Sur: Tandag City (Face-to-face, All Levels).
